The official debut of the “Homeless Throughput System”
The ribbon-cutting ceremony celebrating a $38-million building of 72 units of new homeless Permanent Supportive Housing marks the official launch of one of the organization’s boldest responses to the homeless crisis.
The Center of Hope, a 14-acre campus in Anaheim, is the national headquarters of the Homeless Throughput System—a new enterprise-level homeless strategy. It features a 325-bed emergency homeless shelter, the new “Pathways” homeless housing apartments, an advanced Substance Use Disorder Recovery Center (Adult Rehabilitation Center, ARC), and the first-in-the-world Salvation Army Center for Applied Research and Innovation (CARI).

What is the revolutionary “Homeless Throughput System”?
The Homeless Throughput System seeks to get people off the streets and reintegrated back into the community. The goal is for individuals to spend three to six months in the center’s facilities to complete the program. You can liken it to a grand slam home run.
- First base represents 60 to 90 days in our low-barrier emergency shelter.
- Second base is placement in supportive housing.
- Third base is where the residents will be enrolled in a “life transformation program” that focuses on achieving sobriety, mental wellness, and work training.
- Home run: The combination of the work training and mental health aims to inspire a “life transformation,” which represents self-sufficiency, independence, and preparation to become contributing members of society once again.
